Uncertainty With Federal Funding, RG&E & NYSEG Pledge To Support HEAP

Written by on November 12, 2025

Concerns are mounting over the impact of the ongoing federal government shutdown on the Home Energy Assistance Program, which aids individuals in paying their home heating bills during winter. RG&E and NYSEG announced Monday a partnership with the New York State Department of Public Service to support customers by temporarily pausing the delay for HEAP enrollment.

“RG&E will continue to offer that benefit,” said Alexis Arnold, communications manager at Avangrid, RG&E and NYSEG’s parent company. “Typically, they’re automatically unenrolled, but we’re going to continue providing that benefit for our customers so they can continue to get that additional assistance,” Arnold continued.

Utility providers NYSEG and RG&E assure customers they will have access to necessary support to keep the lights on and heating running during the upcoming winter season. Gov. Kathy Hochul is urging utilities to honor existing HEAP discounts, even without federal funding in place. Hochul is encouraging all eligible energy customers to join New York’s Energy Affordability Program, which helps households receive a monthly discount on their energy bills. CLICK HERE to learn more.
