NASA hoping to land the SpaceX Crew Dragon

On May 31st a SpaceX crew named Dragon–the spacecraft’s name is Endeavour–took off in a Falcon 9 rocket located at the Launch Complex 39A at NASA’s Kennedy Space Center in Florida. Whether or not they land today comes down to, the weather. What I want to know is–who is in charge of naming these things?
This test launch, upon landing, will be the first successful test flight to put U.S. astronauts on the International Space Station by a commercially built American rocket. They are hoping to splashdown around 2:42 p.m. today, Sunday, August 2nd. Because of the Covid-19 pandemic there wont be any media present, but there is supposed to be some accessible remote participation.
