Tensions Rise Over Governor Hochul’s $13.5 Million Plan to Ban Cell Phones in New York K-12 Schools Ahead of Budget Deadline

As the New York state budget deadline approaches, Governor Hochul’s $13.5 million proposal to ban cell phones in K-12 public schools is a significant topic of discussion.

The State Senate has expressed concerns, suggesting that limited phone use should be permitted between classes.

The New York State United Teachers (NYSUT) supports the governor’s “bell-to-bell” policy aimed at enhancing students’ mental health and academic performance, while also ensuring parents can contact their children during school hours.

Some school districts in the Finger Lakes Region have already implemented phone restrictions.

Although the legislation has not yet passed, negotiations are expected in the coming weeks.

If approved as part of the upcoming budget, the policy would take effect in the 2025-2026 school year, leaving implementation up to individual districts.

The budget is due by April 1.
