Rochester residents and businesses are responsible for clearing snow from sidewalks in front of their properties until snowfall reaches four inches, at which point the city begins plowing.
While the average household pays about $98 a year for city plowing, property owners must clear sidewalks within four daylight hours after a storm ends or face fines starting at $50, which increase for repeat violations.
Despite the potential penalties, most residents shovel primarily to keep their community safe, including one father who wants clear walkways for his young child learning to walk.
