A U.S. Border Patrol agent from New York, Shane Millan, 53, has been charged with violating the constitutional rights of four women by coercing them to expose their breasts while processing their entry into the U.S. Millan, who worked in the North Country, allegedly ordered three women to reveal their bare chests via webcam and instructed a fourth woman to expose her breasts while keeping her bra on. The U.S. Attorney’s Office for the Northern District of New York stated that Millan falsely claimed these actions were legitimate for border entry, but they were for his personal gratification. Millan was arrested and charged with four counts of deprivation of rights under color of law. He was arraigned in Syracuse federal court and released pending trial.
