Cheng De Zou, 40, of Brooklyn, has been charged with misdemeanor theft after allegedly picking up and keeping a bank envelope containing $286 in a Wawa parking lot in Kelly Township on July 20.
According to Pennsylvania State Police, the victim dropped the envelope while getting into her car. Surveillance footage showed Zou pulling into the same parking stall shortly after and taking the envelope before driving away. Police traced his vehicle through the license plate and discovered that Zou’s license, registration, and insurance were all suspended.
He now faces theft charges and vehicle violations. A preliminary hearing is scheduled for August 28 before District Judge Jeffrey A. Rowe.
