City’s Plan to Reform Policing Would Ban Handcuffing Kids {VIDEO}

On Thursday night, Mayor Lovely Warren was joined by members of the Police Accountability Board, City Council and other community partners to explain her plan to reform the Rochester Police Department in the wake of two high profile mental wellness cases and the national outcry for racial justice.
Gov. Cuomo signed Executive Order 203 after the death of George Floyd and set a deadline for all local governments to come up with a police reform plan by April 1 2021.
Rev Myra Brown and other members of the Rochester Faith Leaders Roundtable presented Warren and Senator Chuck Schumer with a “New Blueprint” for policing that focuses on public safety rather than monitor and control.
There has been a renewed interest in reform after a 9year old girl was handcuffed and pepper sprayed by RPD last Friday.
One of the major asks in this proposal is to ban the use of handcuffs on any minor under the age of 12.
The draft proposal is broken down into 10 different categories:

2. Community engagement and programming
3. Data, technology and transparency
4. Fostering a community-oriented culture
5. Officer wellness
6. Police policy, strategies and practices
7. RPD recruitment
8. Resizing the RPD
9. Response to mental health calls
