Captain Frank Umbrino of the Rochester Police Department is recovering after his unmarked patrol car was struck by a stolen Kia on Tuesday near Lyell Avenue and Broad Street.
This incident follows another recent case where an 11-year-old was taken into custody for driving a stolen vehicle and hitting a pedestrian.
When such young individuals are apprehended, referrals are made to the Office of Children and Family Services.
