Written by on May 6, 2026

Local leaders broke ground on East Main Street on Tuesday, beginning a project that will use $72.3 million to transform a seven-story office building into affordable homes. The former Gateway Building, which was built in 1905 and was vacant for 20 years, is located in the Central Business District. It will soon become Gateway Apartments, which will include 129 living units.

The location of the mixed-income apartments will make it easier for tenants to access public transportation and multiple establishments. 13 of these apartments will also accommodate residents with mobility impairments, and six will accommodate those with sensory disabilities. Gateway Apartments, according to Governor Hochul, will be affordable to households earning up to 80% of the Area Median Income.

This is the first office-to-residential project that New York State Homes and Community Renewal (HCR) has taken part in outside of New York City since the Housing Our Neighbors with Dignity Act was passed. According to New York State, HCR financed over 6,000 affordable homes in Monroe County, including over 4,700 in Rochester.
