Is it fair for a serial killer to receive the vaccine before millions of others?

I have a fair or foul story about a serial killer from the UK named Levi Bellfield who arrested for the murders of 3 people including a 13 year old girl.
Levi Bellfield is serving two life sentences Spark outrage after being offered the covid-19 vaccine from a letter he received while sitting in prison.
The question being asked is how is he being offered a early dose vaccine before millions of law-abiding citizens?
Multiple leaders spoke out against the serial killer receiving the covid-19 vaccine some even calling it a “national scandal”.
My question is do you think this is a fair or foul story should people who sitting in jail that killed other people be offered covid-19 vaccine before all law-abiding citizens?
