2 South Carolina Boys Under The Age Of 10 Face Federal Charges

2 South Carolina boys ages 8 and 9 years old and facing federal charges after they killed a man with the shotgun.
According to reports the man was driving his tractor in a field where he was apparently fatally shot.
He was found deceased inside the driver seat of the tractor in the woods.
The two children will be charged with involuntary manslaughter. Law officials believe the children discharged the firearm in a reckless manner but didn’t have any intention of killing the man.
My question is if these two children are 8 and 9 years old why arent the parents being held accountable for them having access to a shotgun?
