Kathryn Green Hawkins Rochester’s first Black female police officer

Kathryn Green Hawkins (1921–1980) was more than just Rochester’s first Black female police officer; she was a transformative leader. Joining the Rochester Police Department in 1956, she navigated the challenges of her era to become the department’s first Black woman Lieutenant in 1964.
Her career was defined by service not just on the streets, but within the judicial and correctional systems that shape our community. A graduate of Howard University, she brought a standard of excellence that continues to inspire current members of the RPD and law enforcement statewide.
We remember Lt. Hawkins as a cornerstone of Rochester’s progress toward a more inclusive and representative public service.
While attending the University of Rochester, Kathryn lived on Adams Street in Corn Hill with her aunt, Ruth Jordan, and her uncle, Dr. Anthony Jordan.
