The Rochester City Council on Wednesday condemned what it called “ICE brutality” in Minneapolis after a U.S. citizen was shot and killed during a federal immigration operation. Council members said video footage of the incident shows the civilian being killed in broad daylight, in public view, and in front of cameras. The statement asserts the individual posed no visible threat, committed no crime, and was “violently killed” during the operation. “What the public witnessed was not law enforcement — it was a violent killing. Murder,” the council said.

The statement criticized what it described as militarized tactics and a disregard for human life, comparing the actions to those of secret police forces meant to instill fear rather than uphold justice. It accused federal agents of operating with impunity and eroding civil liberties while terrorizing communities. No American federal government agency should be permitted to operate above the law or outside the bounds of basic human dignity,” the council said. The council expressed condolences to the victim’s family and the Minneapolis community, calling the killing an example of “state violence carried out in public view.”
